Construction Industry Scheme
Howard worked with HMRC on the lead-up to what is now the current version of CIS, launched in 2007, and in the years thereafter on the CIS Operational Forum.
This was disbanded in 2019 but was reconvened in 2020 as the Construction Forum.

Howards Experience
Howard's work with construction clients helped inform him of industry and CIS issues, as did the six years Howard spent as the finance manager of a steel fabrication company, which at its busiest time achieved a turnover of over £30 million.
In that time, Howard has advised clients on challenges by HMRC to their gross payment status, failure to deduct tax (Regulation 9), issues of the scope of CIS – and even Howards own Institute, when renovating their own London headquarters.
In 2015, Howard gathered knowledge and experience and wrote the first edition of his book “Construction Industry Scheme – Guidance and Commentary”, published through the tax specialist firm of Claritax books.

The book was updated in 2018, again in 2021, and remains the only current publication available that covers the whole Scheme. A fourth edition is planned for release in late 2024.
It was recommended as the book of the month in January 2020 by the Institute of Certified Practising Accountants (ICPA) and their chairman Tony Margaritelli described Howard as “an authority on the subject” and “the main man on CIS”. Thanks, Tony.
